The RSS program provides a cash supplement to
low-income aged, blind, or
disabled adults who need assistance with daily
activities such as bathing, eating, or dressing, but
do not require the skilled nursing care provided in a
nursing
home. The cash supplement complements an individual’s
personal resources so they can live in more home-like,
congregate settings. The recipient will have a case
manager from the Area Agency on Aging and will be
eligible for a Medicaid card to pay for medical
expenses.
Eligibility Criteria
A person living in a
licensed congregate facility receiving monthly income
of less than $947 and having no more than $1,500 in
resources would meet financial eligibility standards."
Referral Process
Prospective clients can
be referred to RSS through the PASSPORT program by
calling 1-800-582-PASS.
There are four types of
approved housing arrangements where an RSS recipient
can live:
An Adult Foster
Home is a residence that provides
accommodations, supervision and personal care services
for I or 2 unrelated adults. Adult Foster Homes are
certified by the Area Agency on Aging District 7, Inc.
in accordance with the rules for certification
established by the Ohio Department of Aging
An Adult Family
Home is a facility licensed by the Ohio
Department of Health to provide accommodations and
supervision for 3 to 5 unrelated adults.
An
Adult Group Home is a facility licensed by
the Ohio Department of Health to provide
accommodations for 6 to 16 unrelated adults with
supervision and personal care services for at least 3
residents.
A Residential Care
Facility is licensed by the Ohio Department of
Health to provide accommodations for 17 or more
unrelated adults with supervision and personal care
services for at least 3 residents.
